Epsom and Ewell Council embraces the Internet to drive HR efficiencies

Epsom and Ewell borough council are now live on MidlandHR’s iTrent HR and Payroll software solution. As MidlandHR’s iTrent is a single, web-enabled and browser-based solution, it has replaced an outdated system which utilised separate, manual HR and payroll systems. Payroll was previously outsourced to Surrey County Council, which involved laborious data entry at both locations. This development is now helping to build a partnership approach with local councils.

To make this vision a reality involved a three-pronged approach. Director of HR and Communication, Irene Clarke explains: “Firstly, we wanted to simplify the entire administrative process and meet Gershon efficiency savings by integrating HR with payroll for a more seamless approach. Secondly, we are always keen to embrace the e-environment at Epsom & Ewell Council for more effective working practices and our HR and payroll processes were no exception. Finally, we wanted to give something back to our employees through new technology and empower them to take control of submitting and changing their own information whilst providing greater visibility.”

The implementation of the new system was in separate phases. The first was to get payroll and core HR up and running. Following its completion in April 2007, the council then in March 2008, upgraded to the full web-enabled iTrent solution to enable greater efficiencies in HR and payroll. Self-service was completed across the organisation in July 2008. Recruitment and absence will follow, along with a training process that is due for completion in early 2009, at which point all employees across Epsom and Ewell Borough Council will be able to submit expenses and view payslips online.

Lawrence Knowles, managing director of Midland HR, comments: “At each stage of this project, it was extremely satisfying to clearly see the benefits of iTrent. The council is now operating with much greater efficiency and setting a benchmark for other councils in the area to strive for. We are committed to continuing this process and training all of the council’s employees to get the best out of the system.”
